Steep black tea and rose petals. Add sugar, milk and rose water and place the tea in the refrigerator while you prepare the boba.
Place tapioca pearls in a small pot with water and bring to a boil. Once the pearls float, they are ready.
Add cooked pearls to the bottom of a glass and fill with ice. Pour over tea mixture.
